Hacker Exposure Check results/WinXP

how do i access & close ports that are detected as 'open' & are vulnerable to hacking. i did it in Win98 but don't remember how & have not been able to find it in XP through trial & error. the problem ports are: ICMP Ping, Port 21 FTP, 23 Telnet, 80 HTTP

Are you using a router with Port Forwarding features enabled?

no router; i use cable broadband with an external modem & ethernet card. it's set up as a LAN. i have Norton Firewall 2004 & also use the XP firewall. turning off the XP firewall changes many ports from 'Stealth' to 'Closed' but has no affect on the 'Open' ports. thanks for any help.

This sounds like the Norton Firewall is open somewhere.  It's not generally a good idea to use two firewall to block incoming traffic.  I would try using one or the other but not both and see if that makes a difference.  The XP firewall is good for blocking incoming traffic and Zone Alaram is excellent for blocking outgoing requests.
