It sounds like the modem will work. The ethernet cable plugs into a socket that looks like a larger version of a telephone jack. If you don't have an ethenet cable you will need one of these as well. Before hooking up to the router, make sure you can get an ethernet connection to your cable modem. Note that whenever you change the device connected to the modem, be sure to reset the network by turning off everything, then powering the modem up first, waiting a few minutes for the network to synchronize, then powering up the router (if connected), followed by the computer(s).
The first question to ask is does the Toshiba modem have the ability to connect to a computer or router with an ethernet connection. If it will only connect with a USB connection, then you will either have to get a new modem or buy a very expensive and hard to find wireless router that can connect with USB. If the modem can connect with ethernet, then all you need is the wireless router (the Linksys is a good choice) and a wireless network adapter for the Inspiron notebook. The wireless network adapter for the notebook will probably have to be either a PC card adpater or USB adapter.
The 8300 can connect directly to the router using its built in ethernet adapter.
