Disable the wireless card. Then go to the Start - Settings - Network and Dialup Connections - double click the LAN3 entry, Properties, double click TCP/IP settings, make sure it is set to get an ip address automatically, or however your university wants it. Click ok and close all the windows you opened. Remove the Cat5 cable, wait a minute, then reconnect the cable. If it doesn't work, take your notebook to the IT people and have them help. Is your room port enabled by them?
