To resolve the issue. Please follow the steps mentioned below.
Right-click My Computer> Click Properties> Click the Hardware tab> Click Device Manager> Click the plus sign (+) next to Network adapters to expand the selection> Right-click Wireless card installed on your computer> Click Properties> Click the Power Management tab and please uncheck the boxes checked.
Next click on advanced tab.
Change Roaming Aggressiveness to maximum.
Change the wireless channels in the ‘advanced card properties’ to 11 or 6 and Disable Bluetooth Collaboration.

I have read in other post that the order in which all the drivers are installed can also cause some problem .. I didn't know that and not followed any order .

When you reinstalled the operating system, did you install the Desktop/Notebook system software and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order

I have installed all the drivers in the given order but nothing changed .. 1 more thing the driver mentioned in first place system utilities said it was not compatible with the windows or system .

Click on advanced. Look for Antenna Diversity. Chaneg the Antenna Diversity from Auto to Aux.
I went to the power options, and changed the Wireless Adapter Setting, from Maximum Power Setting to Maximum Performance.
Insert the Dell Drivers disk that came with your system. Look and see if the Dell Notebook System Utility is there. If yes, then install that version and also install the chipset drivers. Then install the network adapters
Dell Notebook System Utility is not listed in recommended drivers but when I optional and tried to install it says incompatible with your system/windows

Places to look to see if your Connection is enabled
Hit the Windows key and the X Keys at the same time or start, control panel, windows mobility center
Click on the little antenna in the Radio Control Options.
You should then see...
Make sure the boxes are checked.

I have installed Dell Quickset and got Radio control in windows mobility center , both WLAN and WIFI options are checked .
