Help! from Iraq - 8100 wired connection problems

Question

I am an American deployed to Iraq and having problems connecting to the LAN at work.  No one else is having any problems.  I have an Inspiron 8100 with an Actiontec Combo Card Modem/NIC, V2 that originally came with my laptop.  It was working at home on a cable modem but is not working now.  Diagnostics show everything is working properly but says no cable connection.  The 32Bit Diagnostics tests passed except the link test.  The device manager shows the device working properly. The lights do not come on when plugged in like it use to.  The IT guy here says the NIC is bad because the lights do not come on.  I don't know if I can trust him since he is a cleared local.  Is he right? or is there something I can do to check to confirm my card is bad? If it is bad where should I or could I buy a replacement and what brand/type? Any help would be greatly appreciated.

Have you tried a different network cable? Steve

That was the first thing I tried.  I unplugged a cable from a connected computer so I was sure it was working.  As a matter of fact I tried 4 different working cables.
