Start>Control Panel (switch to Classic View), double click on "Welcome Center" and UNCHECK "Run at Startup".
As for for other question, what programs are you talking about?

Welcome to the forums :emotion-21:
There's a tick box at the bottom left of the welcome screen, which is (annoyingly) ticked by default, such that the welcome screen opens each time you restart the system :emotion-43:
Simply untick that box, and it won't open next time you reboot :emotion-5:
I second Rebel's question about which programs are starting when you open your web browser?
Nothing else should open/connect!
