Help Please! Firewall/ICS

First of all when I turn on my computer I get past the welcome screen and then it takes 3-5 minutes for the icons and everything else to show up. Ok then I connect to the internet which is no problem and then click on my firefox page and it says server cannot be found even if i enter in a website or it just stays blank. So i go into the Firewall and I get this "Windows Firewall settings cannot be displayed because the assoicated serivce is not runinng. Do you want to start the Windows Firewall/Internet Connection Sharing (ICS) Service?" I click yes and then get this " Windows cannot start the Windows firewall/Internet Connection Sharing" Please help me I have gone through the hijackthis which found nothing i even posted it and told it was nothing wrong please help dont ship me to other websites they dont help at all! Thank You
