Hot spot log in will not come up

I recently purchased a dell 1520 inspiron laptop and I have been having problems getting it to work at a hot spot.  I have no problem connecting to the hot spot's unsecured network but the log in screen that is suppose to come up in my browser will not come up. 
 
 A friend of mine can connect no problem with her laptop running xp but it seems maybe some setting in vista may be causing a problem. 
 
The sites tech support ran me through a number of potential fixes but no luck.
 
I can connect wirelessly to  my wireless router at home no problem at all, but of course theres no need for a log in screen to pop up, just the encryption key, and once connected at home I can access the internet no problem.
 
my wireless card is: Dell wireless 1490 dual band wlan mini-card rev 5.8
 
So does anyone have any idea why the "walled garden" (log in screen) will not come up when I open my browser even though I am connected to the network?

Is the hotspot's router set to hide the SSID?  Vista has a difficult time with routers set to not broadcast the SSID.
 
Do you have McAfee security software running?  There are lots of reports of problems with McAfee's firewall conflicting with Vista networking.  Try disabling the firewall.

Yes SSID is visible.  I can connect no problem, once connected it says local activity only.
 
No McAfee but I did have nortons 30 day suite thing that came with the system but I uninstalled it and installed avg free 7.5  After uninstalling nortons I still have the same problem.
 
Have turned off the windows firewall, I disable avg, and I set IE to unprotected mode and still cannot get the login screen to come up in my browser.  Have installed firefox but that didnt work either

Does it work if you boot to Safe Mode with Network Support?

Scratch that question about safe mode with networking.   I see it was an option right there when I hit f8 and at home my networking still works in safe mode with networking, so I will give this a go later today.

Hmmm, something I have not tried, thanks for the idea I will give that a go.  
 
 I know about safe mode, is there something special I have to do besides select safe mode at start up to get network support in safe mode?
 
Will report back later today after I get a chance to try it (about 12 hours from now)

So I booted it up in safe mode with network support and......same problem, the log in screen will not pop up or appear when I start the browser. 
 
I take it this probably eliminates most outside programs as being the culprit for interfering.  What do you think, is it probably something to do with my vista system settings?  Do you think if I do a clean install of vista that might solve the problem?  (assuming I can, im not sure if the disks that came with my system alllow for that)

Have you tried disabling the pop-up blocker in your browser?

Yes, in fact I made ie as unsecure as I could by turning off protected mode, than going through each option and making it disabled or prompt if it looked like it might be something that could block access.  IE kept yelling at me how unsecure it was.  Still no luck.

Sorry, I am out of ideas.  A problem like this is difficult to solve without having access to the wireless network.  I suspect that it is a problem with the way Vista interacts with the way that hotspot network is setup.  Perhaps you can work with the administrator of the network or maybe someone else will jump in here with some other ideas.

What about the idea of a clean install of vista, do you think thats worth a shot?

I know little about Vista so I can't say.  If you decide to do this, make sure you know every component you have installed on your system and that you have all of the drivers available to install.  Also back up all of your personal files and make sure you have the CDs to reinstall any software that you currently have.
