how can i filter internet traffic?

I have a home network set up.  I have Dell Dimension 8400 w/ XP SP2 and a Dell 2350 broadband router as the primary computer.  I need to be able to filter the traffic from all the networked computers accessing the internet.  I have Norton 360 but other than than I just have the standard Windows XP firewall.  I don't really want to pay a subscription service like NetNanny. 
 
Two of my computers are on XP SP2, one is on W2K, and one is on W98 (my have to upgrade this one).
 
Do a need a different kind of router?  Or is there a different kind of firewall I can install?

You just need software to filter out web site on the internet and the software have to be on all the computers.

Most of yoru better routers also allow you the ability to filter by IP address (external and internal).
