you can try to disable the device in device manager, but sometimes after disabling in device manager the light would stay on. what you can try to do is to physically remove the bluetooth device, uninstall the drivers, then install the bluetooth back and let vista install the native drivers and you should get your bluetooth icon back. the best way you can disable your bluetooth is using that icon/utility.
I have the native drivers installed and i do have the icon in the notification bar.
There is no selection to turn off bluetooth when clicking on the icon.
