Yep.

Is a wireless internet card used to connect to a network via radio waves?

Yep, again. Except you need a wireless router for it to work.

Is that the main difference?

Nope. wireless is slower, but the convience is worth it.

Do I need a network card if I desire to "surf" the internet wirelessly?

Nope, a wireless card will work, as long as you have a wireless router.

I am a little ignorant in this area and would appreciate any insight. Thanks.

Hope I could be of little help. I know there are many more people who can give more info. They will be around soon.
