Hi,

Which specific model of the Inspiron 15 3000 series do you have?   I ask since some of our laptops have physical switches on the sides of the laptop that enable / disable wireless and bluetooth networks.  I would suggest you go to our support site, input your Dell Service Tag, and take a look at the support pages specific to your system.  Not only will you find the actual model number of your laptop but there are also user manuals available that you can look at to see if your particular model has a wireless switch on the side.

I believe, from your screenshots, that you're running Windows 8.1.   Is that correct?  Were you simply updating drivers or was there a specific reason why you had to reinstall?   Was bluetooth working prior to trying to install this driver?

You may also want to go into your System Setup (BIOS) and confirm that bluetooth is enabled in your BIOS.  Each model has a slightly different version of the BIOS but you should be able to find the wireless functions pretty quickly.  The message you're seeing may be a general message that bluetooth is turned off in the BIOS.
