You don't say which model of D-Link router you have, but you should be able to use the router's configurator to Release the current IP address, effectively disconnecting you from your ISP. Use Renew to acquire a new IP address and reconnect to the ISP. You should find this on the router's Status tab.
Could you disable the wireless/ ethernet adapter that you use to connect to the internet, from "Network connections" in the Control Panel, for the PC you want to inhibit? Then re-enable it when you want to use it? ZoneAlarm and Nortons Internet Security both have the ability to stop all incoming/ outgoing internet traffic for the PC their running on. ZoneAlarm is free.
Yes, the router will renew its IP address after you reboot it. But Paladin's suggestion said nothing about rebooting the router. When you want to resume the connection, just reconnect to the router, and renew its WAN IP address.
Did you try Johnallg's suggestion of restricting the time that connections are allowed?
unfortunately the suggestions didnt work. the router would renew its ip after reboot, even after i released it. changing the settings to something other than static ip or even pppoe didnt work either. any other ideas?
its a d-link 713p wireless router on cox cable internet. the computers run win xp home and win me. and
are there any other options or suggestions. thanks!
