It would be very helpful if you told us what kind of internet connection you have (cable/dsl/dialup).  If cable or dsl, are you connecting directly to broadband modem or through a router.  If through a router, is it an ethernet connection or a wireless connection.  Also, to help troubleshoot this problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

sorry i didnt think i have a dsl connection and i run it through a router becasue i have two computers of course this one works fine because i am writing on it but my inspiron does not. also to here is the info i get from the ipconfig

You are not getting an IP address from your router.  The 169.254.138.169 IP address is an autoconfiguration IP address that Windows assigns when it cannot get an IP address from a network device.   Since this a new installation of Windows, I doubt if the following will help, but it is worth a try anyway.  Try downloading and running winsockfix for Windows XP from the Here.  If that doesn't help, do you have a software fiewall running on that computer that may be misconfigured to block internet access?

Your IP address is basically one that windows assigns when it cannot get an IP address from you Modem or router. This is called an "autonet" address. try using the command (from start - run - cmd)  ipconfig /release then ipconfig /renew and see what you get

In addition to having 'Use DHCP to obtain TCP/IP address automatically' you will also have to have DNS working, which may mean hard-coding your DNS if you know the address(es) of the server(s) for DNS in your case.

i have tried all the advice you guys have said and i still cannot get it working any other ideas would be great and thanks for the help

What manages you connection? Proprietary software? If so, go to 'Advanced' and put a checkmark in the box 'Allow Windows to Manage'
