Check the BIOS to ensure the wireless card is detected. Also verify the Wireless setting is turned on and not set to Always Off.
If the Bluetooth device is installed, also verify the radio LED is enabled. You can turn the wireless and Bluetooth cards on or off with the wireless switch.
If the card does not show up in the BIOS or Device Manager, try reseating the card.
And also make sure that when you purchase your computer, the BT module is included in the order.

Do you know which Bluetooth module you have? This is a long shot but I had a similar problem with my Latitude D400. That has a Truemobile 355 card. Whatever I did it would not install...kept asking me to turn on with Fn/F2 which wouldn't work. After a long search, someone suggested I try these drivers: R155172 That set includes a firmware flash...its actually for the TM360 card but it worked a charm. A word of caution though...do it at your own risk. It worked for me but I'm not a techie...Its a bit like bios flashes...ok if you know what you're doing.

Make sure that BT module is detected in the BIOS. Make sure that wifi/BT radio is enabled also.
Then press ALT+F to restore BIOS default.
If not flash BIOS. You can see the the BIS firmware in this site. MAke sure to use the service tag of your computer

To go to BIOS:
1.restart your computer
2.The moment you see the DELL logo, quickly tap or press F2 many times until you see the blue screen and you see system BIOS.
3. click on wireless and there is an option in there for wireless control. double check if the default setting is fn+F2/BT and make sure everything is enabled there.
ALSO:
check device manager:
check if there is BLUETOOTH devices in there

I had yestereday a simmilar problem with my 1720.
After a whole day troubleshooting I found a solution.
Download the following file:
http://ftp.dell.com/network/R159805.EXE
This is a small tool to switch on the bluetooth adapter again. :-)
I'm preety sure that will solve your problem.
