Installed Windows 7, Ethernet & USB Controller drivers no longer working
I've tried everything. I've tried reinstalling whatever I could find in the support area, and nothing is working. I can get wireless, but ethernet is just refusing to work. Windows can't find a driver, and I can't find one in Dell's support area.
This is the hardware info I could find:
PCI\VEN_10EC&DEV_8168&SUBSYS_05B71028&REV_0C
PCI\VEN_10EC&DEV_8168&SUBSYS_05B71028
PCI\VEN_10EC&DEV_8168&CC_020000
PCI\VEN_10EC&DEV_8168&CC_0200

See Windows Reinstallation Guide/A Clean Install of Windows 7:

Pay attention to Step 5 and 10 which covers driver installation. Ensure the Dell System Software and Chipset drivers are installed first.
That hardware ID is the RTL8168E Ethernet controller. The driver can be obtained direct from Realtek here and installed via device manager:
http://www.realtek.com/downloads/downloadsView.aspx?Langid=1&PNid=5&PFid=5&Level=5&Conn=4&DownTypeID=3&GetDown=false#RTL8111B/RTL8168B/RTL8111/RTL8168
RTL8111C/RTL8111CP/RTL8111D(L)
Provide your model of Dell if you need more help. Dell will have a driver on their FTP website with a setup .exe.
