Well, have you tried temporarily disabling all firewalls running your computer to see if that is what is causing the problem? That would be my first troubleshooting step. Can you sucessfully log into the router's configuration page by opening a web browser and typing the router's ip address into the address bar. If you could provide more information on your troubleshooting steps with Netgear, it would help us get to the source of the problem in a matter of a few minutes rather than a matter of a few days.
I have disabled the Windows firewall, which as far as I know is the only firewall on the computer. Customer support seems to think that there must be additional firewalls or other security, which is beyond my knowledge to figure out.
I can't log in to the configuration page, apparently because of the firewall/security issue.
I don't remember all of the specific steps that I went through with Netgear. The most significant was a "ping" of the IP address and received a "request timeout" response. (I have no idea what this means).
Most Dell computers ship with a security suite like Norton Internet Security or McAfee Security Center. Both of these have a firewall component. Do you have either of these?
McAfee was originally installed. It is currently expired. When I attempt to open it, just a blank screen appears. As far as I know, the firewall had been previously disabled.

I did attempt to do that; however, the McAfee installation screen is also blank and locks up. I'm not sure what I might have done to cause this since I thought that it (McAfee) was working fairly recently.
To help troubleshoot this problem, go to Start > Run and type
cmd then click OK. In the command prompt window that opens, type
ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.
You have a couple of problems in your router setup. Easest thing would be to start over from scratch. Start over by disconnecting everything. Reset your router back to factory (follow mfg instructions for resetting router...not just a power cycle). Then reconnect everything per the manual. Don't run the cd config. Set up PPPoE, username/password etc if you have dsl. Let it assign your IP and pick up correct DNS. Do not change any other settings. See what you get now.
