Are you using the latest drivers? The latest drivers are here:

I'm not a fan of the Intel cards, but you should be able to get it to work unless the card has failed.
Suggest you:
1) Remove the device in the device manager.
2) Shut down your machine.
3) Physically remove the device. Check the connections -- there may be something causing poor connection.
4) Replace the device.
5) Reboot.
6) Install the latest drivers.
If that doesn't work, I'd strongly suspect the device is defective and get another mini-pci card.
