Intel(R) 537EP V9x DF PCI Modem No Voice function

Have the Intel(R) 537EP V9x DF PCI Modem modem in my XPS and am able to send a fax it but any telephony software or answering machine software I install immediately tells me there is no voice modem in the system. Even the phone tools that came with the system indicates no voice modem found.
 
I've reinstalled the drivers, upgraded the drivers and still the same problem exists. Previously all worked fine.
 
I tried Dell tech support, but forget it - it's non existent, the people are polite but only follow a prepared script and they advised I call the software manufacturer after telling me my modem was fine.  
 
I've asked Dell for a refund on the years extended warranty I paid for at the time I purchased the system.  Man does Dell tech support stinks . They don't want to seem to replace anything...
 
I've gone through a CD R&W drive, a sound card, a video card, one modem already......
 
I keep saying this everyytime I post here - I hate Dell and will never purchase another one of their systems due to the lame tech support.
 
Anyway, has anyone else had this type of problem?   Seems to me since the fax portion is functional and the voice modem not, then it;s a bad modem.

According to what I can find, it appears the "DF" modem is only "Data" and "Fax" and does not have the Voice capabilities.

Correct, fax.data.  The modem is itself supposed to be TAPI compliant and uses wav drivers.  In my case the system came with BVRP phonetools installed which allowed me to converse over the phone line and use telephone answering machine software.
 
However the modem was replaced last November and recently ceased to even function as a telephone answeing machine via phonetools.
 
All TAPI apps complain now that no TAPI compliant device can be found on the system even though the modem is functioning and the drivers are in working order

I'm totally lost.  If you ONLY have a "data/fax" modem it can't work as a "voice" modem (including an answering machine function).  If it does have the "voice" function then you have a different modem than you posted.

The modem which is installed is the Intel Modem I listed.  It certainly does and will work as described.   The system came with BVRP phone tools which utilizes a TAPI compliant modem, which this modem is supposed to be.  However that function appears to be lost and no app can detect a Tapi compliant modem at this time.  All drivers are correctly installed.
 
I've utilized the modem over a year now as described with BVRP Phone tools and have  used it with PC2 Answering Machine and IVM Answering attendan as well, but it has no gone "kaput"
 
I have actually used the speakerphone function several times within BVRP to converse over the phone.
