Internet connection issues on E521 Vista

I am having problems connecting to a broadband connection using my dell e521 with vista.  I know it is not an issue with my cat5 cable or with my router for I am running other computers off of them.  My issue is that when I try to make a new connection it prompts me for a password and a username that it claims my ISP is supposed to give to me.  This doesn't make much sense considering that I am not using dial up.  When I change the settings to not ask me for a password it attempts to dial out to my connection which I know it shouldn't do.

It recognizes and lets me access my local network just fine.  I've tried this on two other networks at friend's houses and similiar issues occur.  I have never had an internet connection on my computer so there is no chance of outside sources affecting my connection.

I know someone has an easy solution out the for me and I don't think I could thank them enough if they got my internet working.

A DSL connection would require a username and password.  Is this what you have?

I would do a hard reset on the modem and re-enter your credentials and make sure you have the correct data.
