Restoring to factory settings would remove all possible viruses and spyware. But you could have gotten it back quickly if you went to a malicious site right after the restore.
The first thing to try is to boot into Safe Mode with Network Support and see if the problem goes away. Let us know the results of this troubleshooting step.
Ok in safe mode the internet is working fine.... btw the only place i went to after i restored this pc is windows update. So now how do i figure out what is causing them problem?
Ok when in safe mode had got me thinking and i found the problem the antivirus mcfee was causing the problem. so i uninstalled and not the internet work great..... Time to find a new one.
after talking with tech support @ mcafee, reset IE settings to factory seems to speed things up. having protected mode on slows things down so thats turned off.

i just renewed mcafee. running xps 600, about 2 yrs old, vista 32 bit.
dsl speed is terrible. unistalled mcafee and dsl speed was were it should be.
reinstalled mcafee and dsl speed is very slow. what gives? drop mcafee?

Have you tried looking at the McAfee Tech Support web page? What part of McAfee's suite is causing the problem?
