Hi,

I appreciate your expertise. This is the correct order to install the drivers. 

Please observe the system in 'Safe Mode with Networking'. To access Safe mode, restart PC and press F8 key as soon as the Dell logo appears. Use the down arrow key to highlight 'Safe Mode with Networking' and press Enter.

Please share the ping results for few websites in Normal mode as well as Safe mode:

  • Click Start button, type cmd in the search box and press Enter.
  • Type ping dell.com (or a different website address) and press Enter.

     

  • Share the ping results.

Moreover, try to reset Internet explorer. You can use this fix-it: http://bit.ly/TEtNI0
The manual steps are as follows: 

  1. Exit all programs, including Internet Explorer.
  2. If you use Windows7, click Start Start button button.
  3. Type the following command in the 'Search Programs and Files' box, and then press Enter: inetcpl.cpl
    The 'Internet Options' dialog box appears.
  4. Click the 'Advanced' tab.
  5. Under 'Reset Internet Explorer settings', click 'Reset'. Then click 'Reset' again.
    Click to select the 'Delete personal settings'check box if you also want to remove browsing history, search providers, Accelerators, home pages, Tracking Protection, and ActiveX Filtering data.
  6. When Internet Explorer finishes resetting the settings, click 'Close' in the 'Reset Internet Explorer Settings' dialog box.
  7. Start Internet Explorer again.

Thanks for the post; I have no idea what the results mean though they all look pretty close; I still have no idea why at various moments whatever browser I'm using chooses to stall at various points and chooses not to load.  I did update/install Java, that seems to have helped a little bit.  I already had Flash installed and since it was basically reinstalled yesterday the cache level on Firefox was pretty low.  I'll update later tonight since I really haven't used the internet enough today to see if the hangups are continuing on a mass scale, but thanks again for the help so far!

Which firewall is installed on the computer? Try to uninstall it and observe the browsers. Please try this fix-it for Windows Firewall: http://bit.ly/SrXu0c.
Did you try to reset Internet explorer?

You can try to perform the Dell Diagnostics to determine if there is any hardware failure. To perform the diagnostics, follow the steps:
1. Turn off the computer; press and hold the key, push the power button and release the keys simultaneously.
2. A blue screen will appear stating Pre-boot System Assessment .
3. A screen will appear with a message 'Were color bars displayed?(y/n).
4. Press 'Y' key if the color bars are displayed properly. 
5. If you get any error code, make a note of it and continue testing.
6. Please share the error code(s) if any.

Does the issue persist in a different user account?
