Internet Explorer 6 SP2 - Error Message

I have a Dell Optiplex GX 620 with Windows XP Pro SP2.  Norton Antivirus, etc., etc., etc.

 

Problem I'm having is receiving a constant error message when trying to access a specific website.  www.cpc.ncep.noaa.gov/products/predictions/610day/ constantly returns an error message that the Page Cannot be Displayed.

 

I've tried patching, filling, downloading, deleting, refreshing just about everything Dell techs and Microsoft's help pages suggest, all to no avail.

 

Worst part, I'm able to access the main web page ( www.noaa.gov) with no problem at all.  It's when trying to dig deeper into the webpage and going to the Climate, then under Organizations, trying to access the Climate Prediction Center that I get the web page error message.

 

Anyone have a clue as to how this problem arises and a solution?  The problem came with the Dell computer as the exact same machine I use at the office has no problem accessing the webpage in question.
