Internet Explorer cannot download

I am trying to download a powerfpoint and pdf. file from websites and I keep getting the following message:

"Internet Exploer cannot download ..........name of webpage.....  The connection with the server was reset.

This issue occurs with all websites on my desktop and laptop computers. Everything was working fine before.
