internet explorer icon not working

Hi, I hope this might help someone else.

My internet explorer would not open to my or any home page ( it was working fine before) and i couldn't go anywhere.

 

I learned I could get to this site by going to 1-start 2- search and then 3- search the internet

 

I signed up here as a user but even the link they e-mail you wouldn't work

 

I eventually went to my norton program and clicked "settings" then "additional options" then "internet security and firewall options" then on the left hand side of the screen  under personal firewall press program control then scroll down to "microsoft internet explorer"  beside it the access control was set to "block" . I put it to "allow" but i'm not sure if it maybe should be in "auto" - anyway this fixed it up and it is working again.

 

I have no clue how it got on "block" but I thought I might save somebody else a whole lot of time by checking this first.
