Internet Explorer illegal operation

Dimension running Windows 98 Internet Explorer 5 local area network (with this Inspiron 9200 XP). Had to format hard drive and reinstall Win98 on the Dimension. In trying to contact any website, Symantec for example, website comes up and then Iexplore box "Ilegal operation" "closing one operation". So can't update anything. Windows 98 reinstalled but still same.

Help would be appreciated
