Internet Explorer Not Responding

I'm Stuck. 
I'm running a Dimension 4600 with all the trimmings, but recently my internet explorer is locking up when I try to surf. Actually it won't even let me begin to search off of any page.
My ping is good from everywhere.
I can connect to direct websites.
Using Broadband with a modem, tried USB & Ether.
Turned off Norton firewalls & Windows.
 
I.E. is kicking my rear, can someone help?

Sounds like it may be spyware or the browser has been hijacked. 

Run a spyware scan and if nothing shows up, check the Hijack this forum section.

Exactly what it was, I found it hiding, none of my blockers or spyware were picking it up. It's called OUTBOARD.

I'm running Spybot & NOADWARE, plus I have nortons but none of these could find it.

Quick click of the button and my prob was solved.
