Internet won't connect after start up

I have just recieved a new dell dimension E521. It has windows Vista and i use Shaw high speed internet cable. Shaw has been here twice and has been able to reconnect me to the internet after unplugging the internet cable from the computer and then plugging it back in although it goes at a much slower speed afterward.
The big problem is everytime i Restart or shutdown  and the computer starts up again the internet won't connect. it keeps saying network cannot be found or it is not plugged in, so far the only way i have been able to reconnect is by unplugging the connecting cable that leads from the computer to the modem which is hard on the modem and the computer.
 
Shaw says it is a network card defect, Dell says it's a Shaw modem defect and nobody is fixing the problem.
I do not want to send the computer back  unless i really have to because i do not have a car to bring it to package delivery outlet. i just want a solution that will let me use the internet.
Does anybody have an idea of what is wrong.
 
I should warn you when it comes to computer jargon  and using more complicated parts of the system i'm as dumb as they get. Please Explain in simplest terms if you can.My brain would appreciate it Thank you.

Hi there. What kind of error/message do you get when you can't connect? Does it say "Limited Connectivity" or something else? Try running the Dell Communications diagnostics program. Click Start button and look in the Dell folder for the diagnostics utility. This utility will run some basic checks on the network interface which may help in determining whether or not it's a hardware issue with the Dell.

It says network cannot be found, but this morning when i turned the computer on it connected within a minute. I don't know if my tweaking around yesterday fixed the problem(and i have no idea of what i did) or if it's just going to do that awhile before giving out again.
 
For now i am going to develop a wait and see attitude.
 
The only thing i could find was a modem diagnostic tool but i will keep lookiing. It will help me learn more about Vista.

Ok, it's doing it again. Sometimes it connects and sometimes it doesn't. When it doesn't i have to disconnect the power cable and the computer connection cable to get it going again.
Does this mean there is a problem with the modem?
when i get it going it says limited connectivity and then it goes to normal. The problem is sometimes it connects and sometimes it doesn't(which is when i have to unplug) after start up.
 
The only thing i could find was the Dell customization wizard.
I did a diagnose on alot of things and they all came up clean.
 
I really need help, i can't keep unplugging because it will end up wrecking the cable.
if anybody has any ideas on what is wrong and how i can fix it, it would be deeply appreciated.
