ISP can't recognize dial-up modem
I have an Inspiron 600M and I am having the same problem with dial-up modem. The modem is working fine but the dial-up connection can not be established with a "No Modem" message. When I tried to establish a new dial-up connection, I can not go all the way through because the DIAL-UP choice is disabled. I also got an error 711 relating to some RAS or Remote Access Manager Service is disabled and when I try to start it in Services, I can not. I wonder if Dell has a solution to this very same problem posted earlier on another computer.
