Please check if 'Integrated NIC' is enabled in BIOS set up. Start the computer and press F2 on the Dell splash screen to enter BIOS Setup. Go to Advanced Tab and select Integrated NIC. Press the Enter Key to get the options to either enable or disable it.
In Device manager, under Network Adapters, you should see Realtek 10/100 PCI-E Gigabit Ethernet Controller and you will need to install the drivers for the same from the Dell support site.

Check with a good known Ethernet cable.
