Try downloading and running winsockfix for Windows XP from the Here

Steve, I downloaded the fix and ran it but it didn't help. on their website it said that it was used after changing some program or something messes with the registry. I didn't uninstall or install or change anything, i just turned my computer on and i had the low connectivity problem. Any other suggestions?

To help troubleshoot this problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

I'm assuming that you are tyring to connect by wired ethernet to the router.  Are the link lights on both the router port you are plugging into and near the ethernet port on the computer lit when both devices are powered on?  Have you tried using a different ethernet cable?  You say you powered everything down and it didn't help.   First try shutting off the modem, router and computers for 5 minutes.  Then power up the modem and wait an additional 5 minutes.   Then plug the ethernet cable from the computer to the modem and turn on the computer.   Do you get a working connection?  If so, power everything off again and wait 5 minutes.  Turn on the modem and wait another few minutes.  Then plug the ethernet cable from the router into the modem and the ethernet cable from the computer to the router.  Turn on the router and wait another minute or so, then turn on the computer?  I know you said you did this before, but you didn't say that you did the waiting steps in the process.
