If those don't work (or perhaps before you try them) have you called your ISP? They are generally more expert in solving this kind of problem than the router people.
1: Unplug the router and go straight from the modem and type ipconifg at the command prompt as you did before. If you get a response then,
2: Try it with the router plugged in. If no IP Address, then reset the router to factory specs (use a paper clip in the reset button hole) and try this again.
If you do not get an address either way unplug from both the router and modem and type at the command prompt:
ping 127.0.0.1 This will ping the ethernet card and if you do notget a response here, your ethernet card is bad, or is not working due to a bad driver.

Try downloading and running winsockfix for XP from the following site:
http://www.spychecker.com/program/winsockxpfix.html
If that doesn't work, try lspfix from the following site:
http://www.cexx.org/lspfix.htm
