Does it do the same thing if you start Internet Explorer with no Add-ons (Start > All Programs >  Accessories > System Tools > Internet Explorer - No Add-ons)?

As a troubleshooting step, if you boot to Safe Mode with Network Support, does it work normally?  If so, this suggests something running from startup in Normal Mode is causing the problem.

Just to verify the connection is actually working as it should, try running ipconfig /all and then pinging the default gateway (e.g. ping 192.168.1.1) and DNS server(s) listed for your network adapter.  Also try pinging your ISP's website as well as external websites (e.g. ping google.com or ping comcast.net).  While this doesn't really address the problem with IE not opening pages, it does verify the base network connection is up and running as it should.

Nope same thing even after I diababled Norton and Time Warner wasn't much hekp at all. The really bad thing is though if I would call Dell and I really don't want to do that.  I am pulling my hait out here.  Anyone know of anything else let me know.
