Go into the system Device Managerand look under "Network Adapters"; the model of your network card should appear here.
If a red 'X' or yellow exclamation point (!) appears, you should reload the network driver on the system. Updated drivers are available in the Downloads section of the web site. Look under the Product Support tab (above).
Once you have eliminated the network card driver problem, then it's time to check the network card protocol and configuration.
Right click on the Network Neighborhood icon on the desktop and select Properties, or go to Control Panel / Network. Check to see if you have the proper protocol(s) installed.
Try uninstalling and then reinstalling the network card on your system.

I think the network adapter is built in to the Inspiron 5100. So I can't pull it out and re-seat it.
I don't have a Network Neighborhood Icon. Does XP Pro have one? I didn't find any reference to it when I did a search in Windows support.
The settings in the TCP/IP are correct....

Depending upon the settings for your machine, the Network Neighborhood icon can appear on the desktop or not. I found the following on your order:
