i found this on microsoft answers website, from a guy that had the same problem but with vista, mine is windows 7 but it has got rid of that annoying box! What I did:
1. Click START
2. Type: "msconfig" and press ENTER
(SYSTEM CONFIGURATION window shows up)
3. Select START UP tab.
4. Unselect the ITEM: "SupportSoft sprtcmd" from manufacturer: SUPPORT SOFT INC.
I have no idea what this ITEM does, but I disabled it one month ago and the only change in my computer is that I do not have that annoying message anymore. http://social.answers.microsoft.com/Forums/en-US/InternetExplorer/thread/6a37e8d3-e742-4b9e-adad-2f4af76e0c9b
