Microsoft Internet Explorer 8 start up Congradulations Message

I have just installed a new Dell Computer and when I access the Mircrosoft Internet Explorer 8 a "Congradulation" message pops up.  This happens every time I start the Internet Explorer.  How do I turn this off?
