IPv6 is enabled by default, if you have windows 7 open Network and sharing center and on the left click on 'Change adapter settings' right click on any adapter (Ethernet/Wireless) you want IPv6 enabled and click on properties you will see a window similar to the one below
Make sure Internet Protocol version 6 has a check mark.
For windows XP i believe the adapter options would be under Networking in Control Panel.
Yes, you need a router to connect wireless devices.
