The wireless networks tab will not be available if the Intel Utility is managing the wireless network.  Open the Intel Utility.  You should find an option to change the program managing the wireless network.  I don't have the utility so I don't know the exact wording.  It will either be a box that you uncheck next to a statement like "Let this utility manage the wireless network" or a box that you can check with a statement like "Let Windows manage the wireless network".

To VOLCANO11: Thanks for your rapid reply. I have now managed to solve the problem by serendipity - I was randomly browsing in Help & Support looking at Tools and found a list of useful items including MSCONFIG which I have used many times. I noticed that one of the Startup items is Wireless Zone Configuration so I followed the sequence - Control Panel/Administrative Tools/Services - and located the WZC item. This was not enabled so I checked the properties and enabled it. After closing the screens I found that the laptop and the router could now communicate wirelessly.

I had seen the reference to Wireless Zone Configuration in KB871122, which I had read several times and had not been successful using it but now the wireless network seems to be OK.
