Mobile Broadband Capabilty turned off

Hi 

I have got a E7440 and have put a sim in it what should work 

it is picking up that the sim is in and shows the number and shows the network that it is on

When i right click on the mobile broadband adapter and do diagnose it says 

"mobile broadband capability is turned off"

When it trys to apply the fix to enable it it fails
