I assume this is happening as soon as you log in without launching any applications, therefore something is grabbing it at start up. One way to isolate which application is using it is to systematically disable tasks and services one or two at a time until you find the culprit. If you use Start>Run>msconfig a window will come up. Go to the tab that shows the startup applications and also the tab that shows startup services and start unchecking nonessential ones. You'll have to restart everytime you make a change. It's tedious but it may clue you in to which application is causing the problem.
The only Quicken application I have installed is Quicken Expensable '98, and I turned its automatic updates off yesterday and tried again unsuccessfully before posting.
GO TO DEVICE MANAGER CLICK THE + SIGN ON THE LEFT HAND SIDE OF MODEM, RIGHT CLICK ON THE ITEM THE WILL COME OUT GO TO RESOURCES TAB VIEW THE CONFLICT. IF THERE ARE NO CONFLICTS UNINSTALL AND REINSTALL THE MODEM DRIVER IS YOU HAVE A BROADCOM MODEM DOWNLOAD THE DRIVER FROM:
also do a CTRL+ALT+DEL and END TASK RNAPP then try dialing out again
