I imagine there's no way to enable the modem in the BIOS?

Right-click on "My Computer"/ select "Properties"/"Hardware tab"/"Device Manager". Check to see if there's a "Modem" entry or "Unknown Device" entry. If there is... double-click on it to bring up the Properties screen and click the "Driver tab". Then see if you can get WinXP to detect it by trying to install the driver manually... click "Update Driver" and "Browse" to driver's "INF" location.

Or try "Method 1" (#5 - #9) from "this article". When you get to #7, see if you can browse to your driver's "INF" location on the CD.
