Modem not working with windows xp pro

I have a Dell inspiron 2500 and i have upgraded the software from windows2000 pro to windows xp pro but i cant get the modem to work. I have download the modem drivers but when i install the floppy to update the drivers it says that it  as got the updated drivers installed Does anybody know if the bios need to be changed i am also having problems formatting the drive from a boot disc i have changed the settings in the bios. I  am thinking of getting broadband instead. Also the laptop was brought abroad will this be the problem with the modem

Actiontec?  Use the Lucent 8.30 driver linked below in my sig.
