Modem on Hold: problem using outgoing call

I am running into a problem when I try to place an outgoing call using Modem on Hold.  When I click the icon to place an outgoing call a box opens that says something about making sure that the phone is on hook and there is an OK button to click on.  After clicking on the OK button the message in Modem on Hold says, "Outgoing Call Requested."  At this point it doesn't go any further.  I am not prompted to pick up the phone and place my call.  If I pick up the phone I hear the noise of the connection to my ISP - not a dial tone.

I have recently installed Service pack 2 for MS Windows XP.  Could this be the source of the problem?  Is there an update to Modem on Hold that will fix this problem?

  In theory, Modem on Hold is supposed to work for outgoing calls, but in reality it only works for incoming phone calls.  But just getting  incoming calls is what Modem on Hold is all about.  You can always disconnect from the Internet and place an outgoing call.  You never know when you're getting an incoming call.  Consider yourself lucky that you have been able to get incoming Modem on Hold phone calls to work!  Most people don't get that far!

If you install XP SP2, it might screw up your modem on hold app since the OS itself has its own MOH feature and it needs to be disable.  You might want to check for any newer MOH app for your modem.
