Thanks for using the Dell Community Forum.

Can you tell us what model computer, what modem was installed, who your ISP is, what software you use to connect to your ISP and what messages you might receive when you can't connect?

I have been having a problem with my dell xp 4300 for a few days now....it sounds like my computer is either trying to run a CD or download a program...I have tried shutting off the system....looking in the task manager to see if anything else is running, does anyone have any ideas as to what this could be.....I have NAV and it shows no viruses....I am running out of ideas.....a constant humming, my computer is 2 years old and I do not use it much...I hardly ever use my D drive...could this be part of the problem...it is trying to run or stuck in some running position...

That sounds like the modem is never hanging up.

Connect an extension phone on the same line as the modem. After signing off the net, but before shutting down the computer, pick up the phone and see if you get a dial tone or whether the line still seems to be held open by the modem.

Mike,

I have a Dell Dimension series with a Lucent Win Modem.  I can access the internet once, but then if I exit and try to sign on again, I get the message that I cannot establish dial tone.  The only way I can get online again is to restart my pc.  HELP
