modem stays active after closing Netscape ISP program
Have Dim 8400 with Conexant D850 56k V.9x DFVc Modem, Windows XP Home. Periodically, after ending a Dial-up internet session using Netscape ISP signoff, everything appears disconnected, but modem will stay connected to the phone line, creating the ever pleasant dial-up sound on the phone and of course tying up the line as busy. I power off computer and it disconnects and everything is ok for a while. It seems to happen about once a week. Anyone with a similar problem and maybe a solution. Wife gets mad when phoneline is tied up for hours for no good reason. Thanks

Try setting up a DUN connection instead of using the Netscape dialer program. The problem that you are having is almost universally a result of a software problem with the program that dialed out. The process goes like this:
Netscape Dialer program calls Netscape phone number --> connection is made --> Netscape browser opens --> you surf the web --> you close the browser and tell it to disconnect --> Netscape Dialer program fails to tell the modem to let go.
Set up a new Dial-Up Network connection (DUN) in Windows. Check this MSKB article for more info on doing this:
