In case the wireless adapter detects the wireless networks, it means the wireless adapter is fine. As you are getting the 169 IP address, which is assigned by windows automatically, I would suggest you to try the following commands in command prompt-
Press and hold down the windows key on the keyboard and then press the R key. This will open up the “Run” option. In that window, type cmd and hit “OK”. In the command prompt window type ipconfig /flushdns and hit enter.
Once done, type netsh int ip reset c:\tcp.txt and hit enter. Then type netsh winsock reset and hit enter.
After following the above steps, restart your computer and try to go online.

The 169.254. IP Address is showing you have a faulty connection. Can be from a power flicker or if something is not setup correctly.
Power off your ISP modem/router and your wireless router(if any) for 30 seconds. Then power on the ISP modem/router. Wait 15 seconds, then power on the wireless router(if any)
Restart the computer and try to connect.
Can you connect? If not, then try using these Recommended Wireless Router Settings I use channel 11. I would make a new SSID to make connecting easier.
