The network card is integrated on the motherboard, thus in order to replace the network card they would have to replace the motherboard. Before they will replace the motherboard under warranty, they would require you to run through a bunch of troubleshooting steps.
For example, does the network card show up in Device Manager if you expand the listing for Network Adapters? Do the link lights on both the computer and the DSL modem light up when both devices are powered on with the cable connected? Are you getting an IP address on the network card? To find out, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

If the link lights don't light up, it means that there is no communication between the network adapter and the modem..
"I sent an email to Dell Support and got the reply back that, they opened an on-site service call for my Dell system. what does this mean?"
It means that they are sending someone out to try to fix your problem.
