See if the following Symantec Document can help you completely remove Norton Antivirus before your try reinstalling again:
http://service1.symantec.com/SUPPORT/nav.nsf/docid/2004020909040706?Open&src=hot&docid=2003091115080306&nsf=nav.nsf&view=docid/2003091115080306?opendocument&src=hot&prod=norton%20antivirus&ver=2004%20for%20windows%202000/me/98&dtype=&prod=Norton%20AntiVirus&ver=2004%20for%20Windows%202000/Me/98/XP&osv=&osv_lvl=
Note that this is for Norton Antivirus 2004. If you have a different version, please let us know.

In order to help with your network problem you need to tell us how you are connecting to the internet. Is it directly to a cable or dsl modem or do you connect through a router? Is it an ethernet connection to the modem or the router? If it is an ethernet connection, does your ethernet adapter show up in Device Manager when you expand the listing for network adapters? If it does, does it show that it has any problems? I can go on with a bunch of other questions, but so many of the questions will depend on the answers to the above. Post back with more information and we can go from there.

Have you ever thought of using the help files on your computer? There is wealth of information that can be obtained by clicking on Start > Help and Support and searching for terms like "Device Manager". To open Device Manager, go to Start > Control Panel > Performance & Maintenance > System and then click on the Hardware tab then on the Device Manager button.

That shows that you are getting an IP address from the router, so all of the hardware appears to be functioning correctly. The next thing to do is to see if we can repair the software. Go to the following site, and download winsockfix for XP:
http://www.spychecker.com/program/winsockxpfix.html
You will have to download it on a computer that has an internet connection, copy it to a floppy or CD-R disk, then copy to the hard drive of the problem computer and run it from there.
If that doesn't work, try lspfix from the following site:
http://www.cexx.org/lspfix.htm
