Network slow - Hangs on E520

Question

I have had my Dell for about 2 years. I have been using a wireless connection and it was working well, and then started to hang. Currently I am still using the wireless but is hangs 2-3 time per min which is very frustrating.   Long story short I decided to hard wire the lan connect to solve all the wireless problems.. Got a new set of problems however. When i ran the rj45 cable the network card would connect at all. Eventually it did connect but then hung. I tried to connect the cable to another cumputer to test the cable and I was getting 6mb plus speeds. Other Dell computers on the network were also getting good speeds.   thought it might have been the onboard network card, so I bought a netgear PCI card to see if that would help but it was only marginally faster. it still had the same problem.. What speed it was giving I am not sure because I couldn't even get on a speed test site.   We are a charity so we don't have a big IT budget and usually I can fix things in house, but I think I must have some software problem that is stopping the Lan from working? Is the computer free of spyware and malware?   If you boot to Safe Mode with Network Support, does the problem go away?   Steve
