networking ignorance...please help

Is a network card used to connect to a network via cable? Is a wireless internet card used to connect to a network via radio waves?
Is that the main difference? Do I need a network card if I desire to "surf" the internet wirelessly? I am a little ignorant in this area and would appreciate any insight. Thanks.

Yes and yes to the first 2 Qs

If you want to surf the net with a wireless card you will need a access point connected to your home LAN so the wireless card has access to your LAN. Just have a wireless network card in your notebook does nothing without another piece of equipment for it to connect to. Now you can go to some starbucks and connect to there AP (access point) and surf the net there but this will cost you money.

So it is good to have both a wired NIC (network interface card) and a wireless network card.
